Phát biểu của Người Phát ngôn Bộ Ngoại giao Việt Nam Lê Hải Bình về phản ứng của Việt Nam trước việc Tòa trọng tài được thành lập theo Phụ lục VII của Công ước của Liên hợp quốc về Luật Biển năm 1982 trên cơ sở đề nghị của Phi-líp-pin đã đưa ra Phán quyết cuối cùng.
(MOFA) – Ngày 12/7/2016, trả lời câu hỏi của phóng viên đề nghị cho biết phản ứng của Việt Nam trước việc Tòa trọng tài được thành lập theo Phụ lục VII của Công ước của Liên hợp quốc về Luật Biển năm 1982 trên cơ sở đề nghị của Phi-líp-pin đã đưa ra Phán quyết cuối cùng, Người Phát ngôn Bộ Ngoại giao Việt Nam nêu rõ:
“Việt Nam hoan nghênh việc Tòa trọng tài đã đưa ra phán quyết cuối cùng ngày 12/7/2016. Việt Nam sẽ có tuyên bố về nội dung phán quyết.
Việt Nam một lần nữa khẳng định lập trường nhất quán của mình về vụ kiện này như đã được thể hiện đầy đủ trong Tuyên bố ngày 05/12/2014 của Bộ Ngoại giao Việt Nam gửi Tòa trọng tài. Trên tinh thần đó, Việt Nam ủng hộ mạnh mẽ việc giải quyết các tranh chấp ở Biển Đông bằng các biện pháp hòa bình, bao gồm các tiến trình ngoại giao và pháp lý, không sử dụng hoặc đe dọa sử dụng vũ lực theo quy định của luật pháp quốc tế, trong đó có Công ước của Liên hợp quốc về Luật Biển năm 1982, duy trì hòa bình, ổn định trong khu vực, an ninh, an toàn, tự do hàng hải và hàng không ở Biển Đông, tôn trọng nguyên tắc thượng tôn pháp luật trên các vùng biển và đại dương.
Nhân dịp này, Việt Nam tiếp tục khẳng định chủ quyền của mình đối với hai quần đảo Hoàng Sa và Trường Sa, chủ quyền đối với nội thủy và lãnh hải, quyền chủ quyền và quyền tài phán đối với vùng đặc quyền kinh tế và thềm lục địa của Việt Nam được xác định phù hợp với Công ước của Liên hợp quốc về Luật Biển năm 1982, cũng như tất cả các quyền và lợi ích pháp lý của Việt Nam liên quan đến các cấu trúc địa lý thuộc hai quần đảo Hoàng Sa và Trường Sa”.

Remarks of the Spokesperson of the Ministry of Foreign Affairs of Viet Nam on Viet Nam’s reaction to the issuance of the Award by the Tribunal constituted under Annex VII to the United Nations Convention on the Law of the Sea in the arbitration between the Philippines and China.
(MOFA) – On 12 July 2016, answering questions of journalists regarding Viet Nam’s reaction to the issuance of the Award by the Tribunal constituted under Annex VII to the United Nations Convention on the Law of the Sea in the arbitration between the Philippines and China, Spokesperson of the Ministry of Foreign Affairs of Viet Nam, Le Hai Binh, stated:
“Viet Nam welcomes the fact that, on 12 July 2016, the Tribunal issued its Award in the arbitration between the Philippines and China. Viet Nam will make a statement on the content of this Award.
Viet Nam reaffirms its consistent position regarding this arbitration as fully reflected in the Statement of the Ministry of Foreign Affairs of Viet Nam transmitted to the Tribunal on 05 December 2014. Accordingly, Viet Nam strongly supports the settlement of disputes in the East Sea by peaceful means, including legal and diplomatic processes, refraining from the use or threat of use of force in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea, maintenance of regional peace and stability, security, safety and freedoms of navigation and over-flight in the East Sea, and respect for the rule of law in the oceans and seas.
On this occasion, Viet Nam, once again, affirms its sovereignty over Hoang Sa (Paracel) and Truong Sa (Spratly) Archipelagoes, its sovereignty over the internal water and territorial sea and sovereign rights and jurisdiction over the exclusive economic zone and continental shelf of Viet Nam as established in accordance with the 1982 United Nations Convention on the Law of the Sea, as well as all Viet Nam’s rights and interests of a legal nature in connection with the geographical features of Hoang Sa and Truong Sa Archipelagoes.”
